INSTITUTIONAL POLICY FOR INSTITUTIONAL AGREEMENTS/LETTERS OF AGREEMENT FOR THE EDUCATION OF RESIDENTS
PREAMBLE
Harbor-UCLA Medical Center has responsibility for the quality of the educational experience of residents that occurs in participating institutions. Harbor-UCLA programs must retain authority over the residents' activities at all educational sites. Interinstitutional agreements consistent with the standards of the Accreditation Council for Graduate Medical Education (ACGME) must be current for all major participating institutions. Major participating institutions are defined as “an institution to which residents rotate for a required experience and/or those that require explicit approval by the appropriate RRC prior to utilization. Major participating institutions are listed as part of an accredited program in the Graduate Medical Education Directory.” In addition, programs must have letters of agreement (LOA) with other programs or institutions for every rotation outside of the parent institution, required or elective, with the exception of ambulatory care sites or physicians’ offices unless required by specific program requirements. The interinstitutional agreements and letters of agreement must contain the essential elements contained in the ACGME’s Institutional Requirements II. B. and Common Requirements II.B. (Institutional Requirements, effective July 1, 2003; Common Requirements, effective July 2004)
POLICY
The Office of Medical Education shall provide each program with a model document that can be modified as necessary to meet specific program needs. The format of the document (LOA) shall require the recording of all information essential to meet ACGME Institutional Requirements such as:
- Identification of the officials at the participating institution or facility who will assume administrative, educational, and supervisory responsibility for the resident(s)
- Provide the educational goals and objectives to be attained within the participating institutions
- Specify the period of assignment of the residents to the participating institution, the financial arrangements, and the details for insurance and benefits
- Determination of the participating institution's responsibilities for teaching, supervision, and formal evaluation of the residents' performances
- Establishing with the participating institution the policies and procedures that govern the residents' education while rotating to the participating institution
Interinstitutional agreements shall require the signatures of appropriate institutional officials. Letters of agreement should have signatures from the appropriate program directors and department chairs as well as the Director of Medical Education. The CEO or equivalent should be informed of all agreements.
- Copies of interinstitutional agreements must be filed with the Office of Medical Education.
- Copies of both interinstitutional agreements and letters of agreement must be filed in the program’s Policies and Procedures Binder.
- “Los Angeles County” is the responsible fiscal entity for training programs at Harbor UCLA Medical Center. All interinstitutional agreements shall occur between “Los Angeles County” and the outside institution.
These agreements shall be reviewed by the GMEC as part of the annual program review and during the periodic internal reviews of the program.
